Why does the following error occur when navigating to Setup -> Authoring Flows using Knowledge Administrator responsibility?

Steps to Reproduce

Responsibility: Knowledge Base System Administrator
Navigation: Knowledge

1. Goto Setup Tab
2. Click on 'Authoring Flows'
3. Following error message occurs:
