CSISOSHP Shipment Transactions Stuck in SFM Queue; Invalid link_to_line_id (Doc ID 428614.1)

Symptoms

Sales order shipment messages, CSISOSHP, are stuck in the SFM queue for a long time if the
link_to_line_id of that sales order line does not have a record in oe_order_lines_all table.

STEPS:
--------

1.  Create a sales order and one or more lines for serviceable products.

2.  Ship the products.

3.  The transaction that should create the Install Base entry is stuck.
