When Attempting to Upload a Journal in WEBADI get "The results of the upload cannot be displayed" (Doc ID 428953.1)

On in Production:
When attempting to upload a journal in WEBADI, the following error occurs:

The results of the upload cannot be displayed.
Contact your system administrator if this problem persists.
This was due to a program fault. Leave this window open to have it make more attempts to display the upload results.

The log file shows:
