Unable To Accept/Decline Tender When Logged In As Servprov

-- Problem Statement:
When attempting to accept tender when logged in as Service Provider User, the following error occurs:

ejb.Shipment record not found: pk=ID_OF_SHIPMENT
Could not retrieve SHIPMENT(s)

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Log in as Service Provider and try to accept a Tender for a Shipment that has a tender status of Pickup Notification.
2. Verify the error.

The issue has the following business impact:
Due to this issue, users cannot test the functionality of service providers accepting tenders.
