Approval List not Building If Supervisor Does Not Have A FND Userid (Doc ID 429450.1)

-- Problem Statement:
Using AME, if the supervisor is not in the fnd_user table or it is end dated in the user form, the approval list does not build, even though the above supervisors and managers are in the fnd_user table. 

In the case of supervisors who work in the field with no access to the system, the expectation is to build the approval list with the supervisors with fnd_user.

-- Steps To Reproduce:
1. Log in as user A.
     - Supervisor is B
     - End date supervisor,  who is still an employee.
     - Still has a supervisor.

2. Go to create the requisition and get message that there is no approval authority.

3. Go to FND User and take the end date from the supervisor.

4. Now, the approver is listed in the approval list.
