Symptoms

-- Problem Statement:
On V5.5, Find that a direct SQL update with an Update, delete statement triggers a cascade of Select shipments while the insert statement does not.

EXPECTED BEHAVIOR
Expect that the update, delete statements in a direct SQL update statement does not trigger extra select statements

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up an agent listening for an external status change on a shipment with two Direct SQL
update actions 1 with an Update statement and 1 with an insert statement
2.Change the external status on a shipment and verify the logs
3. find that the update direct sql update triggers extra select statements and the insert one does not

Due to this issue, direct sql updates take quite a long time to complete
