Unable To Reset Anyone's Password As System Adminstrator (Doc ID 430001.1)

Symptoms

When attempting to change the password for an existing user in User => Define Form, password field is greyed out and you cannot change the password.

The issue can be reproduced at will with the following steps:
1.Navigate to System Administrator responsibility-->Security-->User-->Monitor form,
query for exsisting user and try changing password.

This problem happens when EBS is integrated with 10g AS SSO / OID  and the user password is managed externally in OID.
