Symptoms
When attempting to copy seeded collection elements the following error occurs:
ORA-4062 signature of package "APPS.QLTAUFLB" has been changed.
The issue can be reproduced at will with the following steps:
1) Enter new collection plan
2) Click on copy elments button
3) Select one from the list
