Error BNE_UIX_PHYSICAL_DIRECTORY Is Not Configured in R12 When Attempting to Use WebADI Spreadsheet to Create Hierarchies

Symptoms

After installing Oracle E-Business Suite R12 and attempting to create a hierarchy using the create spreadsheet functionality (WebADI) the following error results:

ERROR
BNE_UIX_PHYSICAL_DIRECTORY is not configured

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Enterprise Performance Foundation Administrator -> Configuration Rules -> Dimension -> Hierarchy
2. Select Create from Spreadsheet button and error occurs
