Credit Card Authorization Using paymentech Fail with Connection Timed Out Error (Doc ID 431366.1)

Symptoms

-- Problem Statement:
When attempting perform a credit card authorization either from iPayment Administrator User Interface (UI) or from Order Management, the following error occurs:

Errors:
-- Error from iPayment Administrator UI:
'Authorization operation failed. Communication error. The payment system, the processor, or iPayment electronic commerce servlet is not available/accessible. Please make sure you have the correct system set up and resubmit the request at a later time'

-- Error from Order Management:
'The following error occurred when calling iPayment for Credit Card Authorization:'

-- iPayment debug log shows:

EXCEPTION:[iby..net.NetUtils.writeHttpPost]:java.net.SocketException: Connection timed out:could be due to invalid address
 at java.net.PlainSocketImpl.socketConnect(Native Method)
 at java.net.PlainSocketImpl.doConnect(PlainSocketImpl.java:336)
 at java.net.PlainSocketImpl.connectToAddress(PlainSocketImpl.java:201)
 at java.net.PlainSocketImpl.connect(PlainSocketImpl.java:188)

-- Other Facts:
Issue started occurring after configuring load balancer in the environment. Same setup tested
before in non-load balanced environment without any issues.
iPayment is configured to establish separate connection to paymentech from each middle tier
server involved in load balancing.
Instance is using SHARED APPL_TOP
