Symptoms
On 11.5.10 in Production:
When specific user logs on to apps, the following error occurs.
ERROR
Transportation planner not a valid responsibility for current user.

STEPS
The issue can be reproduced at will with the following steps:
1. Sign on to apps as user XXX.
2. See above error.
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, some users cannot log on to apps.
