When Sending Amendment For Package Count It Is Not Updated For Release (Doc ID 434749.1)

Symptoms

-- Problem Statement:
On 5.5,Find that the packaged item count is not adjusted on a Order Release when an amendment is sent on an Order Base XML with Ship Unit and Packaged Item count changed

EXPECTED BEHAVIOR
Expect that the Packaged item count is also adjusted

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Send in an Order Base XML with Ship Unit and Packaged Item Count and make sure that the Order Release is created as a buffer order by setting up a release method with buffering enabled and setting up an Order Base Agent that will create a Buffer Order.

2. Set up another agent that listens for change in Order Base Ship Unit quantity and triggers the action
ORDER BASE SHIP UNIT - PROPAGATE CHANGES: Order Base Ship Unit Quantities (Recalculate Cost)

3. Send in an amendment on the Order Base XML with a change in the Ship Unit and Packaged Item Count
4. Verify the Order Release Packaged Item count is not adjusted while the Ship Unit count is
