Symptoms
Workflow Service managers (Workflow Agent Listener Service and Workflow mailer Service) do not failover to surviving node in PCP/RAC environment. None of the AQCART services start on the surviving node.
You are already on RUP3 or RUP4 where fix for unpublished Bug 4155037 is included, but the issue still occurs.
