R11i AP: When Navigating To Invoice Workbench APXINWKB The Application Hangs

Find that the invoice workbench is hanging once it is opened by some users.
The issue can be reproduced at will with the following steps:
1. Login with a user
2. Navigate to the Invoice workbench
Due to this issue, some users cannot use the invoice workbench.
