The Intermediate Ship To Is Not Getting Populated Into The Delivery Header

Symptoms
On 11.5.9 in Production:
Find the Intermediate Ship To is not defaulted to the delivery header when the delivery is autocreated. Intermediate Ship To is entered on the Sales Order form and was passed to the Delivery Detail line.
EXPECTED BEHAVIOR
Expect the delivery header to have contain the Intermediate Ship To as on the delivery detail line.
STEPS
The issue can be reproduced at will with the following steps:
1. Order Management responsibility, Orders,Returns > Sales Order, create new order, populate the Intermediate Ship To on the line and book the order.
2. Shipping > Transaction, query the order. Go to Actions > Auto-create Deliveries
3. Switch to the Delivery tab and Intermediate Ship To is blank.
