Error When Trying To Add An Attachment To An RFQ From The Document Catalog. (Doc ID 435877.1)

Symptoms

Problem Statement:
Attaching a usage template with long text is failing. If shorten the file it works.

Error
oracle.apps.fnd.framework.OAException: oracle.jbo.DMLException: JBO-26041:
Failed to post data to database during "Insert": SQL Statement
" INSERT INTO FND_DOCUMENTS_LONG_TEXT(MEDIA_ID,LONG_TEXT,APP_SOURCE_VERSION)VALUES (:1,:2,:3)".
at oracle.apps.fnd.framework.OAException.wrapperException(OAException.java:891)
at oracle.apps.fnd.framework.server.OADBTransactionImpl.commit(OADBTransactionImpl.java:704)
at oracle.apps.fnd.framework.attachments.util.DomAttachmentsUtils.handleAutoCommit(DomAttachmentsUtils.java:930)
at oracle.apps.fnd.framework.attachments.webui.FndDocumentCatalogMainRNCO.processFormRequest(FndDocumentCatalogMainRNCO.java:387)

Steps To Reproduce:
1. Go to Purchasing responsibility > Attachments
2. Created an Attachment: To Supplier, Usage Template and Standard.
3. Added the same long text in both attachments.
4. Go to Sourcing
5. Create a RFQ
6. Add Attachment
7. Choose From Document Catalog
8. Enter Description
9. If choose the Standard attachment it works
10. If choose the Template attachment it fails with max size error.
