Symptoms
-- Problem Statement:
On 5.5 CU2:
When successfully bulk planning an order release onto a static trip shipment, the shipment cost is still 0 and the rate offering, rate record, and transport mode are blank.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1) Bulk Plan an order onto a static trip shipment.
2) Review shipment details to see that the rate offering, rate record, and transport mode are blank.
On 5.5 CU2:
