Symptoms
In the Requisitions form, when attempting to generate the distribution for a requisition, the following error occurs:

Value Secured: <Security Rule Message>
APP-PO-14078: Unable to find an accrual account
-- Steps To Reproduce:
1. Add a security rule in General Ledger responsibility to restrict a segment to only one value.
2. Create a requisition with a charge account that would default to the segment value allowed.
