Salary Record for a person does not get automatically created from GSP process "Recalculate Participation Values: Grade/Step Progression"

OR

Person does not progress after running GSP process "Recalculate Participation Values: Grade/Step Progression"

OR

When attempting to run the Participation Process: Grade Step, the following error occurs:

ERROR
The potential life event being processed has a life event occurred date that is before the
processed life event.

Potential Life Event Occurred Date : 01-APR-06
Active Life Event Occurred Date : 01-APR-06

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. View log file for Participation Process: Grade Step process
