UTF-8 Integration Issues In 5.5 (Doc ID 436934.1)

Symptoms

-- Problem Statement:
On 5.5.03, When attempting to upload integration XML messages saved in UTF-8 format using a text editor, the following error occurs:
However, when saved in ANSI or when saved using a XML Spy editor, the upload of the XML file works
When saving the XML file in either of these formats , the upload works in 5.0.
ERROR
org.xml.sax.SAXParseException: Content is not allowed in prolog

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Save an XML file in a Text Editor choosing the Encoding standard as UTF-8
2. Upload the XML and see the error

Due to this issue, users cannot upload XML files saved in UTF-8 format
