Cannot Propagate Updated FND_USER Email Address to Wf_tables

Symptoms
Updated an FND_USER email address and ran the 'Workflow Directory Services User/Role Validation'
concurrent process. Once concurrent process finished, I queried the WF_LOCAL_ROLES table and the
email did not propagate.
After successful completion of concurrent request I log onto the database and query the user in the WF_LOCAL_ROLES table to verify updated email address has propagated correctly.
Email has FAILED to propagate to the WF_LOCAL_ROLES table
EXPECTED BEHAVIOR
Expect email address to propagated correctly.
STEPS
The issue can be reproduced at will with the following steps:
(1) Please provide step by step to reproduce the issue including responsibility
System Administrator ==> Security ==> User ==> Define
a. Query User
b. Update email address for user
c. Save
(2) System Administrator ==> Requests ==> Submit New Request ==> Single Request
a. Enter 'Workflow Directory Services User/Role Validation'
b. Use following parameters: 1000,YES,YES,YES
c. Submit concurrent request
