Symptoms

When attempting to post mass retirements, the following error occurs:

ORA-06502: PL/SQL: numeric or value error: character string buffer too small

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Add the mass retirements transactions to FA_MASS_EXT_RETIREMENTS table.
2. Run Post Mass Additions request. It fails in error.

Business Impact:
The issue has the following business impact:
Due to this issue, users cannot complete the retirements transactions and close the period.
