Problem Statement:

Uploaded a flat file (.csv) to UNIX box and then ran the P11D Upload Taxable Benefits process.

This created a BEE batch for a car and car fuel element.

When validating the batch, find that the batch errors with the following: 

Steps To Reproduce:

1. Run P11D Upload Taxable Benefits Process.
2. Query result in BEE.
3. Validate > ERROR.
