Offers Are Not Getting Applied On Orders (Doc ID 444682.1)

Symptoms

Not all offers are applied automatically to the Sales Order.

Create several offers for the same customer and same items.
Create a Sales Order for the item and go to View Adjustments form, only one offer is qualified.
Customer is able to select one more offer in the LOV.
