Primary Ship To Address - Is It Needed

Information in this document applies to any platform.
Currently every customer gets a site "flagged" as the Primary address and this "defaults" as the Ship To when entering an order.
Is it possible to not have any address "flagged" as Primary so that at the time of Order Entry the Ship To is blank and the user has to make a selection from the LOV?
