Symptoms
Error occurs when running the Refresh Employee Directory concurrent program.
ORACLE error 29868 in FDPSTP
Cause: FDPSTP failed due to ORA-29868: cannot issue DDL on a domain index marked as LOADING

Error in populate_per_people: -29860
Error Msg: ORA-29860: cannot truncate a table with domain indexes marked LOADING
Steps To Reproduce:
submit the "Refresh Employee Directory" concurrent job with the following parameters:
refresh mode - COMPLETE
refresh date - (leave blank)
source system - PER
process multiple assignment - N
refresh images - N
