Symptoms

-- Problem Statement:
Oracle Client Workflow Builder version 2.6.3.5 has been installed on a Windows based workstation.  The proper Net Service Names entry has been added the entry for the instance (VIS) to the tnsnames file.  However, you are unable to open definitions in the database (File->Open->database).

The following error message is received:

1700: Could not connect with username/password 'apps/pwd@VIS' ('ORA-12557: TNS:protocol adapter not loadable').

However, TNSPING from the client or server it returns the correct information.
