R12: Oracle iStore Login Page or Preview a Minisite Error: "The application is currently not available or an unexpected error has occured. Encryption key is not set" (Doc ID 454704.1)

Symptoms

Cannot access the Oracle iStore login page, receive Application Error.

The application is currently not available or an unexpected error has occured. Please try again later. If this message persists, please contact the system administrator.

Other Symptoms

1.) Application Error, when accessing iStore Minisite Page (ibeCZzdMinisites.jsp) or iStore Home page (ibeCZzpHome.jsp).
View Source of the Application Error page shows the same error as described above.
"Encryption Key Not set..."
Error stack could be different involving the respective Jsps.

2.) When trying to Preview a Minisite from iStore Administrator UI.

In case of preview, View Source cannot be taken. However, iStore java log, for the Administrator User who has logged in, will show the same error message as shown above: 'Encryption Key not set..'.
