Operating Unit LOV in Contract Template does not have any value.

Steps to reproduce:
1. Login to applications and Navigate to Contract Terms Library Administrator --> Contracts --> Contract Terms Library--> Contract Templates
2. Click into Operating Unit field.
3. No values exist and you cannot enter a value.
