Debrief Transactions Fail With Errors 'An instance could not be found' and 'Invalid quantity specified'

When trying to debrief tasks in Field Service the following errors happens intermittently:
"An instance could not be found for the item and location information provided. Item ID: <ITEM_ID>.
Organization ID: <ORG_ID>.".
"Invalid quantity specified. Negative quantities are not allowed for this Item. Please check the Item Definition. (QUANTITY=-X)"
However when checking the item in Inventory there is stock present in the correct locator.
Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to Field Service Manager responsibility
2. In Debrief form enter requited information - Material Tab - Material Transaction Service Activity code - Item and locator info
3. Save Debrief and error appears in the Error column on the same tab. Debrief status is 'Completed with Error'
