When Creating Note Get "Logged in user does not have permission to access this page" (Doc ID 455871.1)

On in Production:
When clicking on Create button in the Notes section of Installed Base, the following error message occurs:

Logged in user does not have permission to access this page.

1. Customer Support -> Installed Base -> View Customer Item Instances
2. Search Serial Number
3. Click on item description to view item instance details
4. Click on Notes
5. Click Create button
