Unable To Create The Same Resource In A Different Organization- Error Received "APP-FND-01206: This record already exists." (Doc ID 455959.1)

Symptoms

Find that where a Plant Resource (Process Engineer / Set up / Plant Resources (GMPPLRSC))
already existed in a different organization it was not possible to create the same Plant Resource
in another organization.  The following error appears:

APP-FND-01206: This record already exists. You entered a duplicate value or sequence of values that must be unique for every record

EXPECTED BEHAVIOR
Expect to be able to create a plant resource of the same name in different organizations

STEPS
The issue can be reproduced at will with the following steps:
1. Establish Generic Resource (Process Engineer / Set up /Generic Resources (GMPGRSRC))
2. Establish a Plant Resource (Process Engineer / Set up / Plant Resources (GMPPLRSC)) in one
particular organization
3. Change organization
4. Attempt to create the same plant resource while in that new organization

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot create the same plant resource across organizations and
consequently some validity rules are not collected into ASCP
.
