PORCPT Workflow Is Failing With Transaction Manager 97 Code (Doc ID 456174.1)

When attempting to respond to a PO Confirm Receipt the following error occurs:

The following Purchase Order: ##### receipts were not processed successfully due to the following
error. The Confirm Receipts workflow failed to process the receipts due to an error in the
Receiving Transaction Manager, return code is 97.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Receive Confirm Receipt Workflow notification
2. Respond
3. Receive the error reported above
