Need to Set Rules for Required Information in Timecard

Goal

Intended Timecard functionality is that Hours Type is always required. If user enters only Project, both Task and Type should be required. If user enters only Task, both Project and Type should be required. If users enters only Type, both Project and Task should be required. But always, Hours type should be required. How can this be accomplished?
