Agis-Lov Of Initiator Field In Transaction Outbound Screen Does Not Retreive Values (Doc ID 456487.1)

Symptoms

On 12.0.2
Find that after setting intercompany organizations, the LOV for the Initiator field in the
Outbound Transactions page does not retrieve any intercompany organization.

EXPECTED BEHAVIOR
Expect to see the intercompany organizations retrieved in the LOV since they have
already been defined and are enabled.

-- Steps To Reproduce:
1. Using the Intercompany Super User responsibility create the intercompany organizations:
     Setup > Organizations.
2. Assign an employee to the intercompany organizations:
    Setup > Security
3. Go to Transactions > Outbound
4. Call the LOV for the Initiator field searching on the Organization Name and no
    records are retrieved.
