Ship Confirm Errors unshipped lines with zero requested quantity (Doc ID 456649.1)

Symptoms

-- Problem Statement:
On 11.5.10.2 in Production:
When attempting to Ship Confirm a specify Delivery,the following error occurs:

ERROR
Error: Delivery 9999 contains source line 9999 of source system OE that has unshipped lines
with zero requested quantity. Please make sure that there are no unshipped source lines with a
total requested quantity of zero.

Delivery detail with ZERO requested quantity is stuck in 'Released to  Warehouse' status and NOT able to Backorder corresponding Move Order line from 'Transact Move Order' form.


-- Steps To Reproduce:
1. Create and Book Sales Order with Order Line for 50 qty and set Over-Ship Tolerance for order line to 200% ( or any quantity mote than 100) 
2. Manually reserve order line booked in Step->1 from 3 different sources. 
For Example 
Reservation Record No Subinventory Quantity Reserved 
--------------- -------------- ------------------- 
1. Stores 20 
2. FGI 20 
3. SC3 10 
3. Set "WSH: Overpicking Enabled" profile option value to 'YES'. 
4. Pick Release the order booked in Step->1 with "Auto Allocate" set to 'YES' and "Auto Pick Confirm" set to 'NO' 
5. Open Shipping Transactions Form (STF) and Query the order booked in Step->1 
6. In STF, One delivery detail with 50 qty in 'Released to Warehouse' Status can be viewed. 
7. Open 'Transact Move Order' form and query the Move Order. 
8. Click 'View/Update Allocations' button 
9. Choose Allocation record from Subinventory 'Stores', update 'Quantity' to 30(i.e., Over-Picking) and Click 'Transact' button. 
10. Requery the Order in STF. 
11. In STF, first delivery detail with 30 qty in 'Staged/Pick Confirmed' Status, second delivery detail with 20 qty in 'Released to Warehouse' can be viewed. 
12. In Transact Move Order form, Click 'View/Update Allocations' button 
13. Choose Allocation record from Subinventory 'FGI', update 'Quantity' to 30(i.e., Over-Picking) and Click 'Transact' button. 
14. In STF, first delivery detail with 30 qty in 'Staged/Pick Confirmed' Status, second delivery detail with 30 qty in 'Staged/Pick Confirmed' and third delivery detail with ZERO(0) qty in 'Released to Warehouse' can be viewed. 
15. NOT able to Backorder the Move Order line from 'Transact Move Order' form.
