No Approvals Are Being Sent To the Approvers As Per AME Rules Setup

The rules have been setup to route to HR administrator for approval, but currently the approval routing is not working, not routing to the HR Administrator
Steps to Reproduce:
- Employee Self service--> personal information --> update personal information --> submit.
