No Way To Register A New Istore User As Part Of Checkout With SSO Enabled

Symptoms
The default configuration of R12 iStore appears to be Single Sign On (SSO) enabled.
When accessing a guest enabled minisite, the anonymous user can add items to cart and then click "Checkout".
A login screen appears (AppsLogin) with no way for the user to "Register".
As a guest user the proposed option should be : Register by creating a user (not login).
The only way the user can register is by clicking "Back" on the browser, then "Register" on the Welcome bin (or global links at the top of the page).
Steps to reproduce:
1. Access a guest enabled minisite as a guest
2. Find an item and click "Add to Cart"
3. In the cart screen, click "Checkout".
4. An Apps Login screen appears with no links to "Register".
Guest log files attached to this SR replicate the steps above.
