Cannot Resequence Stops For a Fleet Depot Shipment

This problem can occur on any platform.
-- Problem Statement:
Unable to re-sequence stops on a multistop shipment when the shipment is associated to a depot.
Steps to Reproduce:
1 - Create a Depot Profile to start at A and end at A.
(Use help for instruction on how to configure and use a Depot Profile)
2 - Allocate the Depot Profile to the Itinerary to be used.
3 - Create a Rate to use the depot functionality.
4 - Create two orders:
A -> B
A -> C
5 - Build a shipment. using the two orders.
6 - The shipment will be A -> B -> C -> A.
7 - Edit the shipment created and go to the Stops Tab, there will be 4 stops.
Note: that stop 1 is a pickup and is the same location as stop 4. This is because it is also a depot.
8 - Go to Actions > Change Shipment Route > Re-sequence Stops select stop 3 and click move up, then click OK.
9 - The result is the error is displayed 'Stop count is invalid for shipment'.
