Invoking Discoverer Viewer From Applications Throws APP-FND-02500 Error (Doc ID 457827.1)

Symptoms

When attempting to launch Discoverer Viewer 10.1.2.0.2, you encounter the following error:

ERROR

OracleBI Discoverer was unable to authenticate using the password provided. This can happen due
to an invalid password or because the password was lost while using back, forward, or refresh in
your browser. Please enter the password again to continue

Database Error - ORA-20001: Oracle error -20001: ORA-20001: APP-FND-02500:
Error occurred during product initialization for MO when executing 'begin MO_GLOBAL.INIT; end;'.
 SQLCODE = -20001
SQLERROR = ORA-20001:
SQL_PLSQL_ERROR: N, ROUTINE, fnd.plsql.MO_GLOBAL.INIT, N, ERRNO, -20001, N, REASON,
 ORA-20001: SQL_PLSQL_ERROR: N, ROUTINE, fnd.plsql.MO_GLOBAL.SET_ORG_ACCESS, N, ERRNO, -20001, N, REASON,
ORA-20001: APP-FND-02901: You do not have access privilege to any operating unit.

However, when setting the ICX: Territory profile option to "United States" for a user, the issue
is resolved. While they have the profile option set at the Site level to "United Kingdom".

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Login to Oracle via the web.
2. Navigate to Payables responsibility => Discoverer Launch function.
