FNDSECURITY_APPL_LOGIN_FAILED Error and Cannot Login Since RUP5

11i.ATG_PF.H.delta.5 (RUP 5)
Symptoms
Have recently upgraded to 11i.ATG_PF.H.delta.5 (RUP 5) (<Patch 5473858>) and now get an error when you try to navigate to the login page:
Request URI: /OA_HTML/AppsLocalLogin.jsp
Exception:
java.lang.ExceptionInInitializerError
If you run the "Verify DBC Settings" test in AOL/J Diagnostic Tests
(http://<hostname>:<port>/OA_HTML/jsp/fnd/aoljtest.jsp) you get the following result under the "Checking guest user/password" heading:
oracle.apps.fnd.common.PoolException: Not able to create new database connection: FNDSECURITY_APPL_LOGIN_FAILED
If you check the GUEST username/password through the following methods it appear to be OK:
- Looking at the GUEST_USER_PWD variable in $FND_TOP/secure/<SID>_<hostname>/<SID>.dbc
- Executing the following SQL (returns a result of Y):
STEPS TO REPRODUCE
Try to login via http://<hostname>:<port>/servlets/AppsLogin or http://<hostname>:<port>/OA_HTML/AppsLocalLogin.jsp
WORKAROUND
Users can login directly to Forms via http://<hostname>:<port>/dev60cgi/f60cgi.
BUSINESS IMPACT
Users cannot log in to Oracle Applications via the web interface.
