Cannot Update Customer Information On Saved Invoice (Doc ID 458516.1)

Symptoms

On 11.5.9 in Production:
Users enter AR Invoice Transaction and save data (do not complete) upon review, customer details
need to be updated. In one responsibility, users can update customer information, from the other
responsibility, the customer details are greyed out. The Transaction menu is the same for both
responsibilities (AR_TRANSACTIONS_GUI_G).

Example:
Transaction number 13487
Responsibility that works - AR INVOICING (customer details can be updated)
Responsibility that does not  work - AR INVOICING AND MAINTANANCE (customer details cannot be updated)


EXPECTED BEHAVIOR
Expect to be able to update customer details from both responsibilities


STEPS
The issue can be reproduced at will with the following steps:
Query Transaction number 13487 using
a)
Responsibility AR INVOICING
b)
Responsibility  AR INVOICING AND MAINTANANCE

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot update customer details as expected
