R12 AP: Applying Patch 4440000 Fails on APILNUPG.SQL (Doc ID 458830.1)

Symptoms

While upgrading to R12 and applying Patch 4440000 (the R12 upgrade driver - U4440000.DRV)
the following error occurs.
