Existing Responsibility Does Not Appear after Modifying the Effective Date (Doc ID 458869.1)

Symptoms

After changing an effective start date for a responsibility from a future date to the current date for a user, the responsibility does not appear on the users list of responsibilities.   A similar problem may occur when changing the effective end date.

The problem persists after restarting Apache.

The SQL output below also shows the data has not been updated in the WF_LOCAL_USER_ROLES table:

This means that the user cannot use the affected responsibility.
