Short Pick Exception for Partial Pick is not logged and Not Visble in WCB (Doc ID 459035.1)

Symptoms

On 11.5.10.2 in Production:
Short Pick exception is not logged while doing a partial pick. i.e, When a user picks short and
presses Pick More button short pick exception is not getting logged

STEPS
The issue can be reproduced at will with the following steps:

1) Create a Short pick exception
2) Create, book and pick release a Sales order.
3) While performing the task on mobile, while confirming the
quantity, raise a Short Pick exception.
4) Now go to the exceptions tab in WCB and a short pick exception is not shown


BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot track the Employees whoever has raised the exception.
