PO XML Delivery (Send XML Document) Does Not Complete after PO Sent

Symptoms
On 11.5.10 after a PO is approved, PO XML Delivery workflow sends the PO, but it does not complete.
The issue can be reproduced at will with the following steps:
PO Approval Workflow approves, raises send XML. PO XML Delivery completes.
PO XML Delivery workflow sends the PO, but does not complete
The issue has the following business impact:
POs are sent, but XML is not available in the Transaction Monitor.
