WebADI Create Document Process/Activity Hangs When Attempting To Create Document With: A system error has occurred

When attempting to create a document via WebADI the document creation process /activity hangs. One can see the message box showing Verifying BNETemplateService executing:
BneTemplateService.handleRequest() Stack Traceoracle.apps.bne.exception.BneFatalException: A
system error has occurred. Have your system administrator view the bne.log file.
The issue can be reproduced at will with the following steps:
1. Log into E-business Suite.
2. Select Desktop Integration responsibility.
3. Click on Create document to get access to create document page flow.
4. Select the Integrator-viewer combinations to which user has access to.
5. Encounter the error.
Note: Issue may reproduce using any integrator-viewer combinations.
