Symptoms

When attempting to use FNDCPASS to change passwords, the following error occurs.

ERROR:
FNDCPASS was not able to decrypt password for <USER> during APPLSYS password change.

STEPS:
The issue can be reproduced at will with the following steps:
1. Run FNDCPASS for the first time on an instance.

Changes

Initial run of FNDCPASS after installation or cloning.

Passwords updated by a method other than the Define User form or FNDCPASS.
