Service: ORA-29855 Error in Concurrent Request 'Service Request: Synchronize Text Index Program' (Doc ID 459857.1)

Symptoms

Unable to create a Service Request, as there is an error upon saving:

ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE in Package
CS_ServiceRequest_PVT Procedure Update_ServiceRequest

This is normally resolved by running the concurrent program "Service Request: Synchronize Text Index Program" with parameter Build Mode = 'DR' - to Drop and Recreate the text index.

* Note:
If executed with parameter 'S' - synchronize - the concurrent may fail saying that the Index CS_INCIDENTS_ALL_TL_N1 does not exist.

However, there are cases where but this program ends with status ERROR, even when executed with parameter DR:

This request finished with an error and produced the following completion message:
Sync_Text_Index: CS_INCIDENTS_ALL_TL_N1 :
Execution failed due to unexpected error.
ORA-29855: error occurred in the execution of ODCIINDEXCREATE routine
ORA-20000: Oracle Text error:
DRG-10700: preference does not exist: APPS.CS_SR_TEXT_IND
