Fix For Creating Rate Record With Region Group Criteria For Rate Geo Cost Doesn't Work (Doc ID 459980.1)

Symptoms

This applies to version 5.5 only!
When creating a rate cost with region group criteria and pressing 'save' this error gets thrown:

For example, if a Region and a Region Group is created and you then

1. Go to Contract and Rate Management -> Contract management -> Rate Record
2. Search for a Rate Record, edit
3. Go to the tab Rate Costs, click on Add a Cost.
4. Enter 'Stop Activity (activities associated....)=D AND Stop Region
Accociated with.... IN' If you now click on any of the buttons of the Value
field (flvn), you already get the Java Class exception. But you could enter 
the region group as the value, then enter an amount, base, unit, click 'save' and
get the error then.
